My personal opinion is that one of the healthiest approaches to take towards a 'RP-banning policy' is that you simply never punish entire groups for the actions of 'some' of it's members on your sim.
In my opinion the concept of RP-banning only makes sense if you assume that there are certain groups out there who are created solely for the purpose of griefing your sim and cheating. And in my years in SL Gor I've never yet before seen such groups exist... And even if they do, then exceptions on the rule can be made after very very careful consideration and patient mediation.
Raidbanning -might- make sense, if there indeed are groupleaders out there who would flat out refuse to listen to your request to tone down the amount of raiding. But I've yet to see any groups like that. And sometimes too... you might've agreed something with a groupleader, but the 'sub leaders' were not informed yet, so the next day you'll get raided after you asked to tone down the raiding a bit. But that's still nothing to get overly angry about and toss a raidban out for. If sims had the clear rule that a raid can only happen once a week from a certain group, then raid-bans should absolutely not be necessary at all.
